Foucault notes that heterotopias as spaces “are outside of all places” (Foucault [1967] 1984: 3-4). Marginalized, peripheral (though not necessarily physically outside), urban spaces are both outside of the city, physically disconnected, or tacked on as an afterthought in regards to city services.
